Job description For our customer, the European Space Agency ESA, we are seeking an experienced Software Product Assurance Engineer to work at ESAs ESTEC site in Noordwijk, The Netherlands. Responsibilities You will be assigned to the Software Product Assurance Section within the Directorate of Technical and Quality Management. You will provide support to ESA projects in the areas of monitoring assessing the implementation of the Software PA Safety Programme. This includes support to any or all of the following activities Contribute the establishing of the programmatic and technical software PA requirements within the framework of the ESA Software policy. Evaluate Contractors plans, technical specifications and efforts proposed for the execution of the SW PA programme. Monitor and evaluate SW PA analyses, reports and technical notes. Participation to project reviews, meetings, Configuration Control Boards, NonConformance Review Boards and Software Review Boards. Prepare design tradeoffs, analyses and reports using metrics to support project decisions. Participate to software product evaluations and process assessments. Establish and maintain databases to track NCRs, RFWs, action items etc. as required. This is a fulltime position located at ESTEC, Noordwijk, The Netherlands. The anticipated start of work is approx. August 2019. Qualifications Competencies The successful candidate shall have Masters degree in Software Engineering or Computer Science with a background on space engineering. At least 4 years of relevant professional working experience including several years in a ProductQuality Assurance role. Particular experience in the space sector is a distinctive advantage. Familiarity with space product assurance practices together with a good working knowledge of appropriate working tools. Practical experience in applying ECSS SW standards ECSSEST40. Knowledge and proven experience in the following areas Configuration management of complex systems. Software engineering and PA in critical applications. Experience and knowledge of ISO standards and auditing would be a further asset. Soft skills Ability to interface with internal and external actors management, technical, administrative etc.. Excellent organizational, communication and interpersonal skills. Good verbal and written communications primarily English. Rigor, commitment and reliability in the execution of the assigned tasks. Reporting project PA status deviations from plan schedule of all of above. Ideal candidate The successful candidate will bring a PhD or M.Sc. Engineering from a recognised Institute of secondary studies or equivalent and minimum of 10 years experience in the space sector, including 5 years in Product and Quality Assurance. Additionally, the person requires Relevant experience of application of RAMS engineering to space programs, including in ground andor ground based systems and operations. Relevant experience in PAS management in the space domain. Excellent interpersonal skills are needed, together with a high degree of organizational and communication abilities, and comfortable with working in a diverse and multinational team environment. Within the Quality Assurance Competence Area QA CA of the Process Assurance and Management Support PRS Division, the Quality Assurance Engineer will provide Quality and Product Assurance QAPA support to the design and development of the next generation EUMETSAT endtoend Meteosat Third Generation MTG satellite system, comprising two types of satellites, a comprehensive ground segment and launch services, and system, and preparations for future geostationary satellite systems. DUTIES Provide quality and product assurance for the development of Ground Segment systems, including assessment of QA plans proposed by contractors, QA monitoring of contracts, reporting of detected anomalies and nonconformities and following up or managing investigations up to identification of root causes and corrective actions Provide quality and product assurance for the procurement of the Launch Services including assessment of QA plans proposed by contractors, follow up of quality aspects of launch service reviews, until the Flight Readiness Review, and support investigations as appropriate Contribute to the implementation and improvements of QA processes for the design and development of an endtoend satellite systems, according to the EUMETSAT Management System and relevant standards e.g. ECSS Define and maintain QA Plans and Working Practices for relevant development programmes Contribute to the preparation and execution of EUMETSAT system, ground and facility level project Reviews and of Progress Meetings organised with development partners e.g. ESA and suppliers Support the Integration, Verification, and Validation IVV Phase of the successive configurations of the endtoend Meteosat Third Generation satellite system Facilitate risk management processes, ensuring that critical items are identified and tracked, mitigation actions and plans are implemented, and lessons learnt collected and assessed for the prevention of reoccurrence Provide QA Reports and prepare QA documentation Perform andor support EUMETSAT internal and external quality audits. SKILLS AND EXPERIENCE Solid and successful experience in QAPA for the design, procurement and IVV of complex softwareintensive systemsproducts, preferably in the aerospace field, with good knowledge and practice of the series of ISO 9000, ECSSM and EN standards Direct experience of software QAPA for the development and integrationvalidation of Ground Segments for satellite systems would be an advantage Excellent analysis, synthesis and presentation skills Strong interpersonal and communication skills, with the ability to apply these to interactions within and between teams. University degree in Engineering, Physics or Computer Science. A certification as a quality auditor would be advantageous. Candidates must be able to work effectively in English and have some knowledge of French. EMPLOYMENT CONDITIONS The initial contract will be of 4 years duration, with subsequent 5year contracts being awarded thereafter, subject to individual performance and organisation requirements. There is no limit to the amount of followup contracts a staff member can receive up to the EUMETSAT retirement age of 63 and there are certainly opportunities to establish a long career perspective at EUMETSAT. This post is graded A2A4 on the EUMETSAT salary scales. The minimum basic salary for this post is EURO 5,612 per month net of internal tax which may be negotiable based on skills and experience. The salary scale provides for increments on the anniversary of taking up employment, and scales are reviewed by the EUMETSAT Council with effect from 1 January each year.
