Prices rose and jobs were lost, but limiting competition didn't play as big of a role in helping the bike maker as history suggests. Marking the only time a single company was helped by imposing trade tariffs, Harley-Davidson used the cover of protectionism to retool and remake its bikes, but history finds it wasn't even necessary.
