Gov. Andrew Cuomo is calling for $100 billion in investments in big projects, but taxpayers concerned about sticker shock should know that most of the money would come from federal sources, private investors or other places. The Democratic governor's plans call for $29 billion for the Metropolitan Transportation Authority, $20 billion for affordable housing and $22 billion for highways and bridges.
