MTA scales back fare, toll hikes in 2014 budget proposal

The Metropolitan Transportation Authority could scale back fare and toll increases coming in 2015 and 2017, but would need the payroll tax to remain in place and unions to accept "net zero" increases, the agency's budget officer said Wednesday.
