GLOBAL - Declining prices could thwart international efforts to eradicate hunger and extreme poverty unless steps are taken to guarantee decent incomes and livelihoods for small-scale producers, the UN's Food and Agriculture Organisation (FAO) Director-General José Graziano da Silva has said.
