Specific Tasks The following description of the service is aimed at providing a longterm scope for the service covering the infrastructure, quality control, and customer test activities in the ESA Propulsion Laboratory. It is expected that the overall level of the effort will remain constant and to match an amount equivalent to one service team equivalent. The service shall support all activities in the EPL. Daytoday operation and maintenance of the laboratories consists of, but is not limited to, the following tasks General maintenance and servicing of EPL equipment and infrastructure in order to assure that the equipment is in a continuously operational state. This shall be arranged by coordinating the planning of the EPL for regular equipment checks and for calibrations with frequency depending on the equipment usage. Provide input for the maintenance of the laboratory equipment calibration and maintenance records. The status of a subset of the EPL laboratory equipment shall be reported monthly. This subset shall be updated monthly in coordination with the EPL infrastructure manager. Assistance to the EPL customers in regards to the test request form, supervision of test requirements definition. Definition, preparation and implementation of a specific test setup based on the test request requirements. Execution of a test campaign. Postprocessing of test results and preparation of test report. Support to the maintenance and implementation of the of the laboratory ISO 9001 accreditation, including EPL documentation system, record keeping and audit preparation. Responsibility to raise internal NCRs on equipment malfunction and during test non conformance, support of the NCR process with external customers. Support to the verification of incoming delivered or repaired items. Responsible for the EPL electrical installations according to the NEN3140 norm, including coordination on EPL side for electrical safety inspections and verification of electrical safety certificates on incoming items. Support for the definition and implementation of investment activities, including the liaison with suppliers and TEC administrator for quotations, purchase orders and acceptance. Raise the requests and liaise with TEC administrator for the periodic ordering of laboratory materials, including components, chemicals, IT devices and consumables needed for the labs. Request the installation and maintenance of computer software and hardware for measurement, data acquisition and analysis to the Department technical IT services. Support the maintenance of EPL equipment, its inventory and documentation. Logging of laboratory activities facility usage tracking. Implementation and maintenance of applicable safety rules and regulations in coordination with ESTEC Health Safety unit. Support to trainees, stagiaires and research fellows for their lab work and set up of experiments. Maintaining a safe, clean, tidy and wellorganized laboratory working environment. Participation to the regular EPL monthly meetings. Requirements 1. Technical Degree Bsc. Diploma or equivalent from a recognised institution or equivalent. 2. Minimum of 4 years practical laboratory experience in the field of space propulsion and instrumentation for electric propulsion systems. 3. Familiarity with vacuum technology and operation of vacuum facilities. 4. Experience with design, installation and operation of highvoltage electric circuits and massflow management systems. 5. Familiarity with EP diagnostic systems, including direct thrust measurement systems and plasma probes. 6. Experience with working in an ISO 9001 accredited laboratory is an asset. 7. Familiarity with common measurement automation and data analysis software e.g. LabVIEW. 8. Team spirit and positive, result oriented work attitude. 9. Good technical assessment capabilities and solid communication skills in English language verbal and in writing. 10. Motivation for continuously acquiring new skills autodidactically, to adapt to a changing laboratory environment. 11. Familiarity with implementation of electrical safety requirements, preferably authorized to perform NEN3140 inspections.
