Va. environmental agency backs sludge project

Virginia regulators are recommending that a Baltimore-based company be allowed to spread waste called industrial sludge on farmland in six counties. Virginia Department of Environmental Quality spokesman Bill Hayden tells the Richmond Times-Dispatch that the agency believes the sludge is environmentally safe to use.
