Volkswagen AG has admitted to using cheating devices on 11 million cars around the world to pass stringent emission norms. Chancellor Angela Merkel on Sunday said that the emissions scandal that has hit the giant carmaker Volkswagen was "dramatic" but will not inflict lasting damage on Germany's reputation.
