Americans back preparation for extreme weather and sea-level rise
2013-03-29 16:30:00| Climate Ark Climate Change & Global Warming Newsfeed
ScienceDaily: Images told the story: lower Manhattan in darkness, coastal communities washed away, cars floating in muck. Superstorm Sandy, a harbinger of future extreme weather intensified by climate change, caught the country off guard in October. Unprepared for the flooding and high winds that ensued, the East Coast suffered more than $70 billion in property damage and more than 100 deaths. Will Americans prepare and invest now to minimize the impact of disasters such as Sandy, or deal with storms and...

The candidates will prepare sections of the SSUM and procedures as delegated and scheduled by the Operations WAM Work Area Manager. In addition to command, telemetry, design and operational concept descriptions, this will include identification of operational constraints and definition of ground monitoring procedures, flight control procedures and contingency recovery procedures. Maintenance of the SSUM and the procedures following the Spacecraft Integrator change control process. This may include maintenance of SSUM sections and procedures that were not originally written by the candidates. A list of SSUM open items shall be maintained by the candidates and published regularly. Participation in the formal reviews of the SSUM and procedures in the scope of the spacecraft CDR and QR and other SSUM gate reviews that will be defined at appropriate points when the SSUM is delivered to ESA. The candidates will be expected to answer allocated RIDs and to attend the review collocations. Review of the Flight Operations Plan produced from the SSUM by the ESOC operations team. AOCS Subsystem Assessment Review and assessment of the AOCS subsystem operations and FDIR inputs generated by the AOCS subsystem contractor. Consolidation of the AOCS FDIR inputs into the overall system level FDIR design. Provision of AOCS sections of the FDIR concept and implementation report. Initial version 6 months before system CDR Final version 3 months before system CDR Final Update 1 month after system CD Spacecraft Testing Maintenance of validation status logs covering procedures, commands and telemetries. These logs will give the detailed demonstration that procedures are validated. Provision of operations support during spacecraft AIT AIV. This testing will include tests performed on a hybrid flatsat bench ETB mixing EM equipment and modelled equipment as well as on the flight model spacecraft. The support will include Review of test procedures and participation in TRRs Review of test results and participation in TRBs Assistance in debugging of test dry runs Assistance in NCR investigations as required by NRBs. Provision of customer support during System Validation Tests preparation and execution. It is expected that this will require attendance at ESOC for at least one SVT. Provision of customer support during Operational Validation Tests preparation and execution. Provision of input data needed for build of flight software versions. The customer programme assumes an incremental delivery of SW functionalities according to an already defined SW versioning scheme. This scheme commences with V1 to be delivered in early 2013 covering the OBC alone, followed by V2.0 covering the command and control interface to most equipment, followed by several V2.x covering incremental delivery of AOCS modes and higher level subsystem functions. The final, flight version of the SW will be version 3.0. The candidates shall support the following activities as delegated by the Operations WAM Maintenance of default data for initial set up of PUS Services 3, 12, 18 and 19 and their related private services. Review of SW architecture, design and test documentation. Provision of inputs to the satellite data base. The data base is assembled and maintained by the Data Base Architect using telemetry and telecommand definition data provided by the equipment, subsystem and software suppliers. Nevertheless there will be a need for the candidates to provide additional inputs to the Data Base Architect as needed to support the flight procedures. Participation in equipment and subsystem reviews. Review of the delivered data packs, generation of RIDs, assessment of contractor responses and participation in collocation meetings as necessary. It should be noted that, at work start, many of the unit and subsystem PDRs will have already been performed. Participation in spacecraft reviews. Note that the system SRR and PDR have already been held. Review of the ESOC Flight Operations Plans generated using the operations documentation delivered by the Spacecraft Integrator. Maintenance of operations budgets including, but not limited to system TM and TC budgets. In addition to the above tasks, the candidates will be expected to interface with other members of the prime team and with the ESA team on an ad hoc basis.
