Requirements Engineering support to EUMETSAT Programmes and Projects

The requirements engineering activities at EUMETSAT cover both the development and the management of requirements in an iterative and incremental process.The requirements development covers activities related to the Discovery, Analysis, Documentation, Endorsement, and Validation of user requirements, whereas the requirements management aims at the Identification,Traceability, and Change management aspects. Different methodologies and tools are applied to the different activities at the various requirements levels. Requirements are formally identified and traced to lower level requirements in a requirements management database IBM Rational DOORS. The requirements change management follows internal EUMETSAT document and change management processes. Finally, the requirements engineering activities in the EUMETSAT PRS division also cover the regular update and maintenance of the related process descriptions and workflow models. TASK 1 Support the maintenance of requirements management processes The PRS division provides, among other, requirements management and configuration management support to the development and exploitation of all EUMETSAT systems. In pursuing this, the PRS division proposes and promotes relevant requirements management standards, methodologies and processes. In this task, the Key Person will support the maintenance of the highlevel methodologies and processes for requirements management. This maintenance must ensure the compliance with other highlevel organisational processes, the harmonisation with the needs and constraints from parallel disciplines, the consideration of specific characteristics of the different EUMETSAT systems and must consider eventual constraints regarding their technical implementation. Task 1.1 Support the formulation, modelling and maintenance of the PRS requirements management methodologies and processes in support of EUMETSAT systems Task 1.2 Ensure compliance of the PRS processes with relevant standards and the EUMETSAT reference process models providing input to their update as necessary Task 1.3 Maintain close interaction with the Information and Configuration Management function as well as with Quality Assurance, for compliance to related requirements and constraints Task 1.4 Maintain close interaction with the different EUMETSAT systems supported by PRS for requirements management activities, to ensure that systemspecific characteristics are properly considered Task 1.5 Maintain close interaction with the EUMETSAT Corporate Information and Communication Technology Unit ICT regarding the technical implementation of the requirements management processes using tools in place. TASK 2 Support the creation and maintenance of the EUMETSAT Product Requirements Framework EUMETSAT is maintaining user and product requirements for different satellite programmes and the network of Satellite Application Facilities SAFs. Currently, those requirements are decomposed and traced to lower level requirements within each programme. In this task, the Key Person will support the creation and maintenance of an overall EUMETSAT Product Requirements Framework, which will provide a combined overview over all user and product requirements, including traceability to the applications, the owning programme, the developing and production entities, the product maturity and the operational performance. The following subtasks are identified. Task 2.1 Support the formulation of usecases and detailed requirements for the Product Requirements Framework Task 2.2 Support the definition of the Product Requirements Framework, including the design for the technical implementation, the interfaces to the EUMETSAT programmes and the processes for its usage and maintenance Task 2.3 Support the implementation and maintenance of the Product Requirements Framework Task 2.4 Maintain close interaction with relevant EUMETSAT Divisions and teams providing input to and or using the Product Requirements Framework, and include their feedback into the evolution of the Framework. TASK 3 Provide requirements engineering support to EUMETSAT programmes and projects The PRS division provides requirements engineering support to the EUMETSAT programme divisions and external projects. In this task, the Key Person will support the definition and evolution of the specific requirements database implementations for the concerned programmes and projects, as well as support to its daytoday usage by the involved teams. Task 3.1 Support the definition, implementation and maintenance of the requirements management databases for EUMETSAT programmes and projects Task 3.2 Import existing requirements into the requirements management database Task 2.3 Support the exchange of requirements with external partners Task 3.4 Maintain traceability between requirements in the requirements management database Task 3.4 Generate requirements documents, requirements metrics, and requirements traceability reports for publication in the EUMETSAT Document Management System Task 3.5 Support the definition of the related documentation and working procedures. Tasks Outputs Process descriptions at PRS level A populated, documented and maintained Product Requirements Framework Specific documents and reports generated from the requirements management database. All activities shall be carriedout in line with EUMETSAT Procedures, standards, and working practices. SKILLS As a minimum, the Key Person shall have a university degree or equivalent in space engineering or equivalent, with the experience and skills specified hereafter. Experience Mandatory Experience in defining, settingup and using requirements management databases and supporting tools Experience in gathering, defining and maintaining user and technical requirements for space based applications Knowledge of ECSS requirements management standards Experience in supporting and working with requirements engineering teams Use of IBM Rational DOORS Complementary Experience Qualifications Experience in one or more of the following will be considered as an advantage Familiarity with remote sensing applications and related observations Familiarity with Requirements Verification and Validation activities Experience with working in interdependent teams Knowledge of the DOORS Extension Language DXL Personal skills and Working Language The Key Person shall have good personal communication skills oral and writing to interact with EUMETSAT groupsstaff responsible for the tasks, and external institutionsentities. The working language for the position is English and therefore Key Persons must be able to work effectively in this language. The respective outputs will cover i.a. Process descriptions at PRS level A populated, documented and maintained Product Requirements Framework Specific documents and reports generated from the requirements management database. High Level planning Because of the scope and the nature of the support tasks, the Tasks Description section above only provides an outline of the activities to be performed. More detailed work package descriptions will usually be released quarterly via the Technical Officer during the course of the work. These work package descriptions will elaborate in more detail the specific tasks to be carried out in the next working period, together with a list of expected deliverables. All activities shall be carriedout in line with EUMETSAT Procedures, standards, and working practices. PROFILE As a minimum, the Key Person shall have a university degree or equivalent in space engineering or equivalent, with the experience and skills specified hereafter. EDRS Operations Engineering and Mission Support mf

Airbus Defence and Space is a division of Airbus Group formed by combining the business activities of Cassidian, Astrium and Airbus Military. The new division is Europes number one defence and space enterprise, the second largest space business worldwide and among the top ten global defence enterprises. A vacancy for an EDRS Operations Engineering and Mission Support mf has arisen within Airbus Defence Space in Munich Ottobrunn. The successful applicant will join France Satcom System Engineering. EDRS European Data Relay System is a satellite based high data rate communication system for relaying Earth Observation data received from Low Earth Orbit LEO satellites via geostationary satellites directly to the ground for further distribution. EDRS is a PPP program between ESA and Airbus. The overall system consists of the space segment two geostationary satellites and the ground segment. The first GEO satellite EDRSA will be launched first half of 2015 and the second GEO satellite is planned for third quarter 2016. Airbus Defence and Space is the prime contractor and responsible for the management and implementation of the programme and the subsequent provision of the data relay service to ESA and other customers over a period of minimum 15 years. In this role, you will support the operations engineering team in the area of procedure definition and supervision of procedure implementation, testing and acceptance with main focus on payload flight operations. After the launch your tasks will also include engineering support to mission operations until final handover to the operations team. You will report to the head of the operation engineering team. Regular shift work is not required with exception for LEOP and IOT support. Please note that this is a fixedterm contract of 15 months.
