The Legal and Procurement Departments main responsibilities are related to the fulfilment of the GSAs mission, particularly regarding all matters related to the management of the GSAs legal and institutional matters as well as contracts and grants management. Its main responsibilities are Provision of legal advice to other departments, the Executive Director of the GSA, the Chair of the GSA Administrative Board and the Chair of the Security Accreditation Board Coordination and implementation of the contracts and grants management Management of procurement processes Management of grants processes Managingsupporting the secretariat of the GSA Administrative Board Interface with the European Commission, other stakeholders or agencies on institutional relations, governance and legal framework Drafting of templates, guidelines, internal rules, implementing rules, procedures or decisions with the support by the other departments concerned Coordination of the drafting of legal framework documents of the GSA Providing advice and support on policies of the GSA Providing advice on decision making and ensuring the legality of decision making Legal research on topics related to GSAs activities and GSAs legal framework Steering of external legal service providers The department is now looking for a Legal and Procurement Officer who is expected to handle substantially all the tasks of the Legal and Procurement Department as identified above in particular, handling a broad range of legal tasks pertaining to both administrativesupport and operationaltechnical activities of the Agency andor handling entire lifecycle of procurements, contract management and grants The Legal and Procurement Officers tasks and responsibilities will in principle include without limitation 1. Legal advice Providing legal advice on operations of the Agency including Galileo and EGNOS services, security, market development as well as in support of human resources, finance, IT and logistics, communications activities Advising on the regulatory framework of the Agency, as well as supporting relations with stakeholders such as EU institutions, agencies, other organisations Providing support in the management of the Administrative Board Providing expert advice on procurement and grants Providing expert advice on intellectual property rights and protection of confidential information 2. Management of calls for tenders procurement Drafting, advising on or helping coordinating complex calls for tenders for both administrative and operational procurements in line with standard best practices Managing complex calls for tenders e.g. publication, organisation of and assistance to evaluation boards, selection process, contract award and signature Interfacing with relevant stakeholders, including project officers, finance department, economic operators, auditors 3. In this context, the Legal and Procurement Department proactively contributes to the fulfilment of the GSAs mission, particularly regarding all matters related to the management of the GSAs legal and institutional matters as well as contracts and grants management. The Procurement and Grants Officer will be in charge of handling procurements, contracts, grants and grant agreements, as well as will support the Agency in all other tasks of the Legal and Procurement Department, under the coordination of the relevant Team Leader. Hisher main tasks and responsibilities will in principle include 1. Management of calls for tenders and proposals Drafting, advising on or helping with coordinating calls for tendersproposals for both administrative and operational procurements and grants in line with applicable rules and best practices Managing calls for tenders and proposals e.g. publication, organisation of and assistance to evaluation boards, selection process, contract award and signature Interfacing with relevant stakeholders, including project officers, finance department, economic operators, auditors Any other administrative tasks related to procurement and grant management 2. Legal and Procurement Department Traineeship

The GSA announces a traineeship opportunity for students and graduates from Europe and Norway. The trainee will support the daily operations of the Legal and Procurement Department of the Agency. The traineeship will take place at the GSA headquarters in Janovskho 4382, Prague 7, Czech Republic and shall last preferably from 1 October 2018 to 31 March 2019. The traineeship contract will be concluded for 6 months, which may be extended for further 3 months maximum twice or further 6 months maximum once. The maximum duration of the contract is therefore 12 months. However the GSA reserves the right to conclude individual contracts according to which the traineeship commencementend will deviate from the above dates specified. The trainee will be expected to carry out the following duties under supervision Assisting the department in its daily activities, including participating in internal andor external meetings Supporting contract management, procurement and grants activities arising in the department Drafting and revising various contracts, under supervision Providing assistance on various files and legal requests handled by the Department Interacting with internal and external stakeholders on legal procurement grants contract management questions Researching and analysing law sources such as EU regulations, legislations, legal articles, treaties, etc. Assisting in the negotiation or amendment of contractual terms and conditions Providing administrative support archiving, data entry and processing, etc. Contributing to internal reporting tasks Admission and selection criteria The traineeship is open to applicants who have not previously undertaken a traineeship at the GSA and who meet the following requirements A. Admission criteria Nationality of any Member State of the European Union and Norway Possess or pursue a recognised postsecondary or higher education degree university education or equivalent, evidencing completion of a full cycle of study, or in the case of candidates who are at the end of their studies, an official attestation from their university or school stating the marks obtained Some initial experience in one of the areas of work of the Agency obtained either through specialisation as part of the applicants studies for a university degree, a dissertation or other research project conducted as part of their studies or through professional experience or a previous traineeship Thorough knowledge of English, both spoken and written and a satisfactory knowledge of another language of the European Union A clean criminal record B. Selection criteria Initial experience in a law firm or in a fastpaced legal department dealing with complex technological matters or EU public procurement would be an asset Motivation Ability to prioritise and work under multiple tight deadlines A good degree of lateral thinking and practical sense Attention to detail and strong organisational skills Very good communication and interpersonal skills Service mindset with a proactive attitude Good knowledge of IT applications Word, Excel, PPT and any other is an asset Application procedure Candidates must submit their application electronically.
