Reviving a congestion-pricing idea that has been rejected before, an influential transportation coalition proposed implementing tolls for all cars that cross 60th Street in Manhattan and the free bridges spanning the East River. The plan announced Tuesday by transportation guru Sam Schwartz, known as "Gridlock Sam," would attempt to solve the looming problem of the Metropolitan Transportation Authority's underfunded $32 billion five-year capital plan, which will subsidize important mass transit repairs and expansions on subways, bridges and tunnels around New York.

Payments startup iZettle AB plans to offer free credit-card readers for phones and tablets to rattle competitors and spur some of the 20 million European small businesses that still don't take plastic to sign up to its service. A Swedish rival to Jack Dorsey's San Francisco-based Square Inc., iZettle expects to at least double its current annual carried transaction rate of 2 billion euros within 12 months, Jacob de Geer, founder and chief executive officer of the four-year-old company, said in an interview at his Stockholm headquarters.

With a free Chip & PIN card reader, Swedish mobile payments company iZettle is lowering the threshold for small companies to start accepting card payments. The Card Reader Lite, released Tuesday, connects to tablets or smartphones via an audio cable and it is meant to lower the cost barriers small merchants face when setting up their businesses, iZettle said.
