Berec advises against ending roaming charges in near term

(Telecompaper) Berec, the body of EU telecom regulators, has given its advice on the proposed changes to roaming regulation, saying it's not feasible at this time to eliminate roaming surcharges. The European Parliament passed legislation in April calling for an end to roaming fees by the end of 2015. The European Commission subsequently asked Berec for advice, to facilitate discussions between Parliament and the EU Council on a final version of the legislation. Several EU states, notably those in the south where operators have a higher proportion of roaming income, have questioned whether the charges can be eliminated so soon. According to Berec, there is too wide a difference in wholesale and retail prices, particularly for mobile data, to make it "sustainable or feasible" to end roaming surcharges in the next year. The regulator looked particularly at the impact of allowing mobile users to 'roam like home', ie pay the same as they do in their home country when roaming in other EU states, and whether amendments such as a fair-use policy for roaming or adjustments to regulated wholesale prices could mitigate the impact on the market. However, it found that in all scenarios there would always be a trade-off between the policy objectives of ensuring competition, encouraging roaming, maintaining investment and protecting consumers.

East Africa to scrap roaming charges by year-end

(Telecompaper) East African countries Rwanda, Kenya, Uganda and South Sudan have mutually agreed to adopt a regional telecommunications framework for a "One Area Network" by 31 December. The project is being implemented as a result of resolutions agreed during the 5th Heads of State Summit for the Northern Corridor Integration Projects held in Nairobi in May. The regional framework will see calls originating and terminating within the region exempt from international and roaming surcharges. Subscribers travelling within the member states will be charged as local subscribers on the visited country network. Operators within the region shall be required to re-negotiate their bilateral agreements to ensure the full implementation of the new rules by 01 September for Kenya, Rwanda and Uganda and 31 December for South Sudan.

Orange to drop roaming charges from big plans across Europe

(Telecompaper) Orange has announced plans to remove roaming charges in its largest post-paid plans across its entire European footprint. LTE roaming will be fully available across Orange's European footprint by the end of 2014, including major destinations outside of Europe. The initiative is coupled with the news that Orange will launch 4G roaming from February for customers in France travelling to the UK, Portugal and South Korea. Orange is also making improvements to its existing Go Europe roaming tariffs for its remaining pay-monthly customers across Europe. The improved Go Europe offers will be tailored to individual market needs, with offers launched from February onwards.
