A new train tunnel linking New York and New Jersey, seen by experts as crucial to relieving the bottleneck under the Hudson River, is on the verge of getting underway. Mr. Coscia said Amtrak could begin the environmental review process this fall, and has already spent about $300 million on preparatory work and land acquisition, even though the estimated $15 billion needed for the larger Gateway project, which includes the tunnel, has not been lined up.

Royal Dutch Shell PLC is days away from drilling in the Arctic Ocean--betting it can find enough oil to justify the huge risks that keep almost every other competitor out of those icy waters. The company is hauling two massive rigs--the Polar Pioneer and the Noble Discoverer--more than 2,000 miles up and around the Alaska coast to the Chukchi Sea, where it plans to begin work the third week of July.
