Description The Process Assurance support role will consist of the following main tasks Assisting in the definition of processes and providing guidance in process definition and implementation to members of OPS and TSS Supporting assessments of OPS and TSS processes and recommending improvements Monitoring OPS and TSS anomaly management processes, supporting the organization of Anomaly Review Boards ARBs and providing statistics on Supporting OPS and TSS risk management processes and associated reviews The main tasks for the APT Support role Providing frontline user support, helping users with problems and questions Registering new users for APT and providing them with instruction in using the tool Coordinating the resolution of any problems that might be reported Contributing to the formulation of user requirements for enhancements Performing acceptance testing of new versions of the tool. Note that the lists above are nonexhaustive, but serve to show the typical range of tasks that will be assigned to the Consultant. Further tasks will be assigned as needs arise, taking into account the profile requirements provided in this SoW. All activities are to be performed in line with EUMETSAT procedures, standards, and working practices. Profile As a minimum, the Key Person shall have a university degree or equivalent, with the knowledge, experience and skills specified in the following sections. Mandatory Knowledge, Experience and Skills The following attributes are essential for this consultancy position Good knowledge of the ISO 9001 standard Experience of working in an environment where an ISO 9001certified management system is used. Knowledge of the management, engineering and quality assurance activities performed for a project, as typically defined in a formal project management methodology. Experience of documenting work activities in the form of process definitions, procedures and working practices, plus good userviewpoint writing skills. Experience of QA auditing process assessment Experience of working with a formal anomalymanagement process, using a multiuser computerbased tool for the recording and dispositioning of anomalies. Experience of providing frontline support to users, defining userrequirements for software tools and conducting useracceptance testing. Skilled in using Microsoft Office applications such as Word, Excel, Outlook and PowerPoint. Complementary Knowledge, Experience and Skills One or more of the following will be considered an advantage Knowledge of the ECSS standards Knowledge of ISO 31000 Risk Management Principles and Guidelines Possession of an auditing qualification Experience of working in an operations andor systemprocurement environment Personal Skills and Working Language The Key Person shall have good verbal and writing communication skills, this being important for being able to effectively interact with any EUMETSAT personnel, in the context of both QA and APT Support activities. The Key person will work in a matrix structure providing crossdivisional support and be hosted in the Remote Sensing and Products Division of the Technical and Science Support Department. The Key person will work at EUMETSAT Headquarters, located in Darmstadt, Germany. The tasks and responsibilities will include Preparation of algorithm theoretical basis documents for the generation of level 1 and selected level 2 products Preparation of product generation specifications for the product processing facilities Prototyping of product generation functions Generation of product contents specifications Preparation of test data Preparation of initial validation plans Contribution to the generation of performance budgets Conduct of internal studies related to mission requirements refinements Assessment of results from external studies Contribution to the initiation of scientific support studies System meetings and activities of instrument functional chain teams IFCT1 Participation in reviews. Profile Scientific consultancy is sought in the area of Radio Occultation. The Key person shall have the experience and capability to fulfil the assigned tasks with a minimum level of supervision. The Key person shall have, as mandatory, the following experience and background University degree in remote sensing, meteorology, oceanography, physics, or equivalent At least three years of experience in the field of remote sensing, including experience with radio occultation observations Experience in satellite data processing Very good skills in a higher programming language, such as Fortran, CC, Python Skills in writing scientifictechnical documents Familiarity with Microsoft Office Good interpersonal skills in support of team work. The following experience would be an additional asset Experience in understanding and writing requirements Experience with the specification, development, and validation of satellite data processing chains Experience with calibration and product validation methods Knowledge in radio occultation data processing and applications.
