Swisscom faces CHF 143 mln fine over pay-TV sports offer
2015-07-23 17:00:00| Telecompaper Headlines
(Telecompaper) Switzerland's Competition Commission has proposed a fine of CHF 143 million against Swisscom for alleged violations in the marketing of sports content over pay TV. According to the regulator, Swisscom and its Teleclub service occupy a dominant market position, particularly in broadcasting Swiss national football and ice hockey events and, where technically possible, should provide all TV platforms in Switzerland with equivalent Teleclub sports programming under non-discriminatory conditions. Swisscom denies the alleged violation and regards the sanction as unjustified. Swisscom said in a statement that it will examine the 170-page draft decision from the regulator and respond to the allegations within the requested deadline. The definitive decree from ComCo can be contested at the Federal Administrative Court and ultimately with the Federal Court if necessary, Swisscom noted.
Sky faces EU competition objections over geoblocking
2015-07-23 14:48:00| Telecompaper Headlines
(Telecompaper) The European Commission has accused UK pay-TV provider Sky and major US studios of anti-competitive behaviour for blocking access to Sky services in the rest of Europe. The EC sent a statement of objections to Sky and the studios Disney, NBCUniversal, Paramount Pictures, Sony, Twentieth Century Fox and Warner Bros, outlining its concerns about clauses in their content licensing deals that prohibit EU consumers located elsewhere to access, via satellite or online, Sky's pay-TV services available in the UK and Ireland. The case represents a clear test of the EC's plans to end so-called geoblocking, where content is limited to specific countries, and reform EU copyright law to allow for cross-border, multi-country distribution of audio and video content. Sky and the studios will have the chance to respond to the EC's allegations before the Commission decides to bring formal charges of competition violations.

2015-07-21 02:53:00| Climate Ark Climate Change & Global Warming Newsfeed
Reuters: State regulators on Monday proposed a record $1.5 million fine against a northern California irrigation district accused of defying emergency drought restrictions by continuing to draw surface water placed off-limits for such diversions. The penalty, if approved by the state Water Resources Control Board, would be largest ever levied against a water user for an alleged unauthorized diversion during a drought, agency officials said. It also marks the first such enforcement action facing any of California's...
