Job description For our customer, the European Space Agency ESA, we are seeking an experienced Satellite Navigation GNSS Systems Engineer to work at ESAs ESTEC site in Noordwijk, The Netherlands. Responsibilities You will be assigned to ESAESTECs Galileo project, specifically the G1 System AIV Deployment Service unit within the Directorate of the Galileo Programme and NavigationRelated Activities. Reporting to head of the unit, you will act as Service ContinuityAnomaly Management Engineer responsible for maintaining the System Business Continuity concept and status, providing quick reaction in case changes or anomalies affect the Galileo continuity of service. To meet this a proper follow up and review of the ongoing open anomalies has to be performed continuously. The specific tasks are 1. Anomaly management Attend the weekly Galileo ARBs Anomaly Review Boards organized and chaired by the Galileo operators. Identify any critical anomalies and coordinate internally at ESA ensuring the proper attention. Any critical anomalies posing a risk on the service continuity shall be highlighted and reviewed as part of the Service Continuity Dashboard. 2. Service continuity plan Developing and maintaining the ESA Service Continuity Plan 3. Service continuity dashboard Developing the ESA Service Continuity Dashboard Monitor weekly any critical technical risks ARs, obsolescence, incidents, outages etc. on the operational infrastructure and report this in the service continuity dashboard. 4. Operational processes Contributing to the continuous reviews of the operational process between ESA and GSA i.e. the SOPIs. 5. Asbuilt RAMS Contributing to the Asbuilt RAMS analysis as conducted in cooperation with ESA Product Assurance and presented at the biyearly Service Exploitation Review. This is a fulltime position located at ESTEC, Noordwijk, The Netherlands. The requested start of work is October 2021 or as soon as possible thereafter. Qualifications Competencies The successful candidate shall have A Masters degree in Space Systems Engineering or related subject. At least 4 years of relevant professional work experience, including experience in space operations engineering andor ground segment engineering. Extensive knowledge and experience with satellite navigation. Good knowledge of MS office tools. Desirable Knowledge of PA processes and knowledge of applicable standards e.g. ECSS series. Prior experience with the Galileo project would be a distinct asset. Soft skills Excellent communication skills and professional maturity that is required to carry out complex tasks and high level of responsibility. High senses of rigour and a proactive attitude to solving problems. Service orientation. Organization, good practical sense, being able to work effectively in a team and be able to autonomously take decision in his field of responsibility. Support to GMS engineering activities, as well as Galileo System level engineering activities, such as requirement engineering, change management and baseline evolutions DCPsDCNs, assessment of contractors RFDsRFWs new services evaluation and contribution to proposal assessments. Contribution to GMS and System reviews and support to Galileo Ground Segment next generation developments. Specific Qualification Requirements University degree MSc minimum in telecommunications and signal processing, electronic engineering, computer science or other scientific disciplines, as well as experience in these fields. Experience in the management and monitoring of industrial activities, including participation in reviews. Specific knowledge in the design and testing of Ground Segment algorithms related to the generation and monitoring of the navigation products i.e. Ephemeris, Clock, Group Delay, Code Phase Biases.... Specific knowledge on algorithms for clock ensembles, realtime clock anomaly detection and automatic fault compensation is considered an asset. Knowledge on Resource Abstraction layers e.g. hyper convergence, virtualisation, containerisation and data centric processing. Knowledge of Agile software engineering techniques, in particular SAFe methodology, is an asset. The applicant shall have experience relevant with the GNSS and GALILEO systems and equipment and have good knowledge of Radio Navigation processing, simulation and testing systems Candidates must be eligible for security clearance from their national security administration. In view of the beginning of Phase B2, we are looking for a Navigation Systems Engineer to join our team in Noordwijk, colocated at the endcustomers ESTEC premises. SPECIFIC TASKS Support to the definition and design of the Galileo 2nd Generation to ensure it provides the services defined at Mission level. Support to the design and definition of the concepts for the Galileo 2nd Generation Services provision, considering performance targets, signal design aspects, operability of the system, interfaces, and technical feasibility. Interaction with Signal, Performance and Security experts in order to gather the necessary technical details required for the analysis and design. Critical review of the system documents especially requirements and architecture and their justifications, and proposal of modifications as required. Support to documentation and justification of changes in technical requirements, ensuring the flowdown to the segments as needed Support to the writing of the statement of compliance of the to the mission requirements. REQUIREMENTS Master degree in Telecommunication Engineering or equivalent Working experience in the field of GNSS, preferably in the field of signal, performance, or receiver domains Good knowledge of the Galileo system is requested, knowledge of the Galileo Evolution programme and 2nd Generation is an asset Basic knowledge of systems engineering principles layered approach, requirements definition, logical and physical architectures, traceability etc. Experience in documentation writing and previous involvement in Phase AB Knowledge of modelling language UML, SysML, LML is an asset Familiarity with modern computer systems and a handson experience with digital simulations tools like Matlab.
