Canada's official languages commissioner painted a generally positive picture of bilingualism in Canada on Tuesday, but expressed concerns that certain institutions continue to violate the law year after year. Graham Fraser singled out Air Canada, which shares the top spot in the number of complaints filed against it in 2013-2014 along with the Canada Border Services Agency.
