Virginia's environmental regulators are proposing to fine CSX Transportation $361,000 for the April 2014 derailment in Lynchburg that spilled more than 29,000 gallons of oil into the James River. The derailment also caused a major fire, which burned about 98 percent of the spilled oil, the state Department of Environmental Quality reported.
