Programme Engineering Coordinator for University Education

Position Reference 853 On behalf of ESA, we are currently looking for a Programme Engineering Coordinator for University Education to work in its Site ESTEC in the city of Noordwijk, The Netherlands. The position focuses on the coordination of handson activities and experiments for university students related to microgravity and hypergravity platforms. In cooperation with the facility operators, and with other professional specialists, the key person will support the selection of experiments proposed by university student teams, and will followup their projects throughout their lifecycle concept, design, development, testing, experiment campaign, data analysis, both from a programmatic and engineering viewpoint. The set of programmes includes Drop Your Thesis, Spin Your Thesis, Fly Your Thesis, Spin Your Thesis Human and Orbit Your Thesis. Occasional support for other ESA Academy activities, including deliverydevelopment of training courses may also be required. Tasks and Activities The scope of work will include Support the preparation and the publication of the Call for Proposals for the student projects, the review and the evaluation of the proposals, and the projects selection process. Liaise with the partners andor with the organisations which are involved in the conduct of the student handson project universities, space agencies, industries, or other associations, and ESA colleagues. Liaise with the student teams involved in the ESA Academys handson space projects, to ensure they receive the due financial or logistics support. Coordinate the technical supervision of the student projects with the support of professional specialists from ESA and the other partners, as available, to ensure compliance to requirements, applicable standards, and good space engineering practice. Supervise the preparation and conduct of project meetings, project reviews, test campaigns, and of workshops or conferences. Assist Young Graduate Trainees assigned to the programmes in subject. Skills and Experience The following skills and experience are mandatory Masters degree or PhD in Engineering, with at least 4 years of relevant working experience. Experience in the management of space project. Excellent organizational skills. Ability to coordinate effectively work contributions from several different parties. Ability to establish and maintain effective working relationships with all stakeholders ESA, the involved international partners, industry, academia and students. Fluency in English, both written and spoken. The following skills would be highly desirable Knowledge of the university student programmes conducted by ESAs Education Office. Specific Qualification requirements University engineering degree MSc in Space Systems Engineering and at least 4 years of relevant experience. Well organised, shall be able to show good spirit of initiative, and shall own good skills and experience in the management of space projects shall have good skills to coordinate effectively work contributions from several different parties, and shall possess the ability to establish and maintain effective working relationships with all stakeholders ESA, the involved international partners, industry, academia and students. Knowledge of the university student programmes conducted by ESAs Education Office is an asset. Have excellent communication skills. Proficient in the English Language Spoken and Written. Legal and Security Requirements All applicants must be legally allowed to work in The Netherlands Applicants are required to provide a copy of their passport and degree certificate. Checking commitments for consistency with budgets and ESAs procedures and consumption of commitment ceiling and initiating related budgetary transfers as required. In the field of procurements and execution of contracts Support to the preparation and followup of the Agencys tender actions. Support to the proposal evaluations as expert for the price and schedule verification and analysis. Support to the preparation of the financial contract commitment and the data entry of the milestone payment plans in the Agencys systems. Contributing to the elaboration, consolidation of related procurement workplans and detailed implementation plans e.g. Contract Action Plan baseline and related commitment consumption, cost and disbursement profiles. Ensuring that above plans are properly inserted in the appropriate management tools. Followingup of the progress of the procurement actions and contracts, and keeping track of status and maintaining the current actual and forecasting in the appropriate ESA tools. Creating related objects in ESAp, maintaining corresponding information in local applications as required and ensuring the correctness and coherence of related information. Monitoring and controlling of timely implementation of actions related to procurement and contractual matters, including monitoring of financial commitments, payment milestones and invoicing. Supporting industrial invoicing process and payment verification and control. Supporting programme inventory and export control activities, maintain relevant inventory databases In the field of programme industrial return Initiation and coordination of the periodic updating of relevant Industrial Return data base to reflect the current commitments status and the industrial policy forecast for planned activities. Verification of coherence with ESA corporate Industrial Return data. Maintenance of list of specific compensation or improvement measures and followup the implementation. Verification of coherence of proposed procurement actions with the planned industrial return policy targets of the programmeproject, including the compensation measures. Support to programmeproject level risk management. Maintaining up to date the related data, performing data analysis, identifying deviations w.r.t. planstargets and production of associated reports to the responsible management and to the concerned customers when relevant. Operation of the associated management information tools and system databases. Support to the responsible entity in the definition of new and improvement of existing processes and tools and production of related documents. Support the execution of the directorates Risk Management process To successfully perform the above mentioned tasks, the following background experience is required Masters degree or equivalent qualification in engineering and at least 4 years of relevant experience in project control. Ability to readily assimilate and coordinate input data and providing timely output. Reliability, rigor and initiative in the execution of the assigned tasks. Ability to work independently and establish good working relations with the relevant stakeholders. Capacity to identify priority actions and to handle high workload. Ability to understand and adapt to the Agencys specific context and environment. Excellent analytical, organisation and reporting skills together with a proactive attitude to solving problems and proficiency with IT tools. Previous experience with relevant Agencys corporate applications andor TEC IT Tools would be a distinctive advantage. Previous experience working with SAP would be an asset. Information and specific tasks to be performed The Telecommunications and Integrated Applications Directorate supports innovation to boost the competitiveness of European industry in the global space market. Ocean Altimetry Programme Manager

EUMETSAT is Europes meteorological satellite agency monitoring the weather and climate from space 24 hours a day, 365 days a year We are currently looking for an experienced Ocean Altimetry Programme Manager to join our international team of young and inspiring engineers and industry professionals, tasked with driving innovation within the Space, Satellite and Earth Observation sector. This role is rooted in EUMETSATs commitment to the European Unions Copernicus Earth observation programme and will provide the opportunity to work with leading IT, Space and Earth Observation organisations and domain experts to make a positive impact on society! BACKGROUND Building on its multimission infrastructure and synergies with its own missions, EUMETSAT is the operator of those Copernicus missions dedicated to ocean altimetry Jason3, Sentinel3, and Sentinel6. Through its Copernicus Mission Development Division CMD, EUMETSAT cooperates with ESA in the design and development of future COPERNICUS Sentinel satellite systems, focusing on systemlevel and ground segment activities. In the ocean altimetry domain, the focus for the next five years will be on the preparation of the launch of the second Sentinel6 satellite involving ESA, CNES, NASA, and NOAA, the preparation of the operational generation of Ocean Topography products based on the acquired future Sentinel CRISTAL mission and the preparation of the next generation Sentinel3 Topography missions for continuing the sea surface height measurements after 2030. For this purpose, the CMD Division includes a distinct project team for altimetry missions. The EUMETSAT activities are mainly funded by the EU Copernicus programme under Cooperation Agreements with the European Commission. Reporting to the Head of the CMD Division, the Programme Manager Altimetry Missions manages all EUMETSAT contributions to Sentinel6, CRISTAL, and Sentinel3 Topography6 NG, and the associated cooperation with ESA. DUTIES The main duty of the Programme Manager Altimetry Missions is to manage the Altimetry Systems team and its activities in the programme Sentinel 6, CRISTAL if confirmed by EC, and the preparation of future Sentinel New Generation NG Altimetry Missions S 3 Topography 6 NG.
