Francois Poirier tells a Canadian Club luncheon in Ottawa the $12-billion, 4,600-kilometre pipeline from Hardisty, Alta., to the Atlantic Ocean will include marine terminals in Cacouna, Que., and Saint John, N.B. TransCanada suspended preparatory work on the Cacouna port last fall after a Quebec Superior Court judge issued an injunction against seismic work in the St. Lawrence estuary to protect threatened beluga calving grounds.
