The St. Paul City Council is poised to weigh in Wednesday on a proposal from Hawkins Inc. to install eight chemical tanks on the city's West Side, in an industrial area along the Mississippi River. Members of the community group Protect Our Riverfront Together recently asked the Minnesota Pollution Control Agency to review the $7 million Hawkins proposal and determine if it meets the threshold to require a formal environmental assessment worksheet.
