Telecom Italia considering wholesale reorganisation - report

(Telecompaper) Telecom Italia may carry out a reorganisation of the unit that leases its landline network to rivals to avoid antitrust damages of up to EUR 4 billion, according to unnamed sources cited by Bloomberg. The plan would involve folding the OpenAccess unit that guarantees equality of access to rival operators, into Telecom Italia's wholesale business. The measure is modelled on what the BT Group has done in the UK with its network arm Openreach, said the sources. Telecom Italia's board is set to review the plan at its 06 meeting. The move comes after Italy's Council of State upheld a EUR 104 million antitrust fine against Telecom Italia in May, a ruling that paves the way for a new round of antitrust and civil litigation on the grounds that the former incumbent is continuing to abuse its dominant position in fixed-line network infrastructure. Vodafone and Fastweb are seeking EUR 1 billion and EUR 1.7 billion in damages respectively, with the total figure amounting to over EUR 4 billion, according to Italy's competition authority AGCM.

Vodafone agrees wholesale access at KPN, ACM approves terms

(Telecompaper) Vodafone Netherlands has reached an agreement for wholesale broadband access on KPN's fibre and copper networks for seven years. The announcement comes a week after KPN reached similar deals with Tele2 Netherlands and M7, owner of the ISP Online.nl. At the same time, KPN said that the regulator ACM has given its approval to the wholesale agreements, as the basis for KPN's reference offer. Vodafone said the agreement with KPN will provide the basis for turning the company from a mobile operator to a provider of a complete package of communication services. The company will be able to compete more efficiently on the broadband market as a result, Vodafone said.

AT&T knocks Windstream's request for equivalently-priced wholesale Ethernet access services

AT&T says the FCC should deny Windstream's request to impose "interim" equivalently-priced IP special access service rates for Ethernet as legacy TDM services are phased out, because the market is highly competitive and the commission would have reverse a number of existing rules. The service provider, which is in the process of migrating more of its customers to Ethernet circuits, wrote in an FCC filing that in order to alter the Ethernet rates, the regulator would have to "reverse" the forbearance it gave to telcos deploying Ethernet in 2005 while satisfying the standard of Section 205 for these services.

Granite, MetTel argue for wholesale ILEC voice access, say it ensures business service choice

Granite Telecommunications and MetTel, two competitive service providers that focus on serving multi-site business customers, have asked the FCC to ensure that ILECs like AT&T , CenturyLink , and Verizon provide an equivalent TDM-based voice service post IP transition. Joined by TelePacific Communications, Impact Telecom, New Horizon Communications Corp., Xchange Telecom LLC and Access Point, these competitive players have been talking to the FCC under what they refer to as Wholesale Voice Line Coalition.
