Components of final regulation include reduction of fish impingement for facilities that meet specific withdraw requirements, conducting studies to help permitting authority determine site-specific entrainment mortality controls, and mandate that intake flow of new units at existing facility be reduced to levels similar to closed cycle, recirculation systems.
