This post is classified in the A2A4 grade band on the Coordinated Organisations salary scale. LOCATION ESTEC, Noordwijk Netherlands. DUTIES The postholder will report to the EarthCARE Engineering, CPR, Launcher and AIT Section. The duties of this post will include monitoring the AITAIV plans produced by the satellite prime contractor for the platform and for the instruments integration and testing to ensure that they meet the Agencys requirements monitoring the AITAIV plans produced by the ATLID AThmospheric Lidar and CPR Cloud Profile Radar contractors and ensuring their compliance with Agency requirements performing schedule risk analysis identifying potential problem areas for discussion at project level and proposing mitigation actions supporting the ATLID and its transmitter development, in coordination with the Optical Payload Manager, to help the consolidation of the schedule in this area monitoring and supporting the testing of subsystems and instruments integration with a particular emphasis on the complex ATLID and CPR instruments in preparation for the systemlevel testing and as inputs of the in flight operations participating in Test Readiness Reviews TRR and Post Test Reviews PTRs as appropriate for the project. Participating in Test Review Boards TRBs and NonConformance Review Boards NRBs when required as Project representative providing daily AIT reports as required ensuring that all GSE is complete, configured and properly verified in time for AIT activities and that all software and automated procedures required for spacecraft verification are consistent with the requirements reviewing AIT procedures with the support of project staff and ensuring that the test procedures properly trace the verifications to the requirements through test report and the Verification Control Documents VCDs provide as support to the Verification Control Boards supporting Satellite, Subsystems and Instruments Reviews in the areas of GSE, AIT and AIV supporting the launch campaign. Monitoring the completeness of all AITAIV activities up to launch. These activities will require the physical presence of the postholder on the launch site baseline Centre Spatial Guyanais CSG, French Guiana in support of the Launch Campaign Manager. In the execution of these tasks, the AITAIV and GSE Engineer will liaise closely with other members of the Section and the rest of the EarthCARE Project. In performing these tasks, the incumbent will be further supported by experts from the Technical Quality Management Directorate. QUALIFICATIONS Applicants for this post should have a Masters degree or equivalent qualification in a relevant engineering field, together with an extensive experience in the definition and implementation of AIV activities. Candidates shall have good practical and analytical skills as well as a demonstrated ability to work within a complex and highly interactive programme structure. They are expected to demonstrate good organisational skills and resourcefulness. For behavioural competencies expected from ESA staff in general, please refer to the ESA Competency Framework. The working languages of the Agency are English and French. A good knowledge of one of these is required. Knowledge of another Member State language would be an asset. For one of our main customers, EUMETSAT, we are currently looking for Copernicus S3 Ground Segment System EngineerGSE which shall support the Sentinel3 Operations with respect to EUMETSATs S3 Ground Segment maintenance and necessary evolutions, including the necessary coordination with the other S3 Ground Segments centres and Core Ground Stations at architectural and system engineering level and also for the related functions and interfaces with the EUMETSAT MultiMission Elements MMEs. In addition, the Ground Segment Engineer shall provide support to the AIV activities during the integration of the S3 ground Segment and shall coordinate the verification of the new systems and their interfaces into the EUMETSATs Sentinel3 ground segment. The Key Persons duties will include a range oftasks, including among others Preparing and providing support to the day to day operation and maintenance of the S3 Ground Segment Analysis and ground segment level testing of the facilities. Handling of the anomalies raised during the operation of the system Design of upgrades and configuration of changes for these facilities at overall ground segment level. The Key Persons will be the focal point when it comes to integrating the individual facilities into a ground segment system, covering all aspects of system integration and testing, including the EUMETSAT MultiMission Elements. Tasks under the responsibility of the Ground Segment System Engineer will also consist of the maintenance of an uptodate set of Design and Interface Control Documents for the operational systems, performing technical analysis of system architecture and specification for evolutions or major upgrades of the S3 Ground Segment. In support to operations, the Key Person may also be required to provide on call support as part of a team of maintenance engineers, especially for the S3 commissioning and initial operations phases. Experience and Education The consultant should have the following background At least 5 years of experience in the area of System Engineering for the development or major upgrades of Ground Segments of Earth Observation missions, or main components of them, based on large scale software systems. It is requested that the candidates have experience in supporting the operations and maintenance of operational Ground Segments or main components of them, as well as in the engineering evolutions of such components, with its test data and test tools, preferably in the area of 24h7d operational remote sensing satellites. Knowledge and experience is required in software development lifecycles, system testing for EO systems and the Ground System engineering processes and standards i.e. ECSS. And the following specific technical skills and experience Definition, management and traceability of requirements structure with the support of dedicated tools e.g. DOORS Experience in Data Processing Ground Segments which are designed and developed taking advantage by the reuse of existing generic infrastructure and functional elements System and Interfaces Engineering experience, in the frame of the development of new ground systems or major upgrades, for operational missions. Experience in Integration, Verification and Validation of Data Processing Ground Segments andor its major components. Good knowledge of at least 2 of the following and an overview of the others Networking Communications Monitoring and control of ground systems Near RealTime Data Processing Data dissemination and archiving Standbycallout support The following provisions shall apply for standby I callout support EUMETSAT will specify in advance, on a work package basis, the schedule and scope for standby support. Requests for standby support must be authorized by the EUMETSA T technical representative. During periods of standby support, the Consultant shall respond to calls by telephone or beeper outside normal working hours, and shall provide remote support to Operations. The Consultant may, by telephone, ascertain the nature of the problem but must be available, if required, to report to the Mission Control Centre within one hour of callout. In such a case the callout support will essentially aim at restoring the mission. Reporting The consultant will report to EUMETSAT Copernicus System and IIF Engineer also WP Manager of the different related Copernicus WPs.
