LetterOne, an investment firm lead by Russian billionaire Mikhail Fridman, is planning to invest $4 billion in Brazilian telecommunication company Oi SA, although the offer is conditioned on the success of a potential merger with TIM Participacoes, a local unit of Telecom Italia. In August of 2014, Oi said that it was considering acquisition or merger possibilities in Brazil, including a potential deal with TIM Participacoes unit, and that it hired Brazilian investment bank BTG Pactual to look at opportunities.

Telecom Italia has concluded it cannot make a move in the expected consolidation of the Brazilian market, where it controls the second biggest mobile operator, until the corporate turmoil abates at prospective merger partner Oi, according to sources familiar with the matter. Oi also needs to cut its debt and costs before Telecom Italia makes a move, one of the sources said.

Telecoms group Altice's plan to buy the Portuguese operations of Brazil's Oi for 7.4 billion euros depends on winning the backing of shareholders in Portugal Telecom SGPS, the holding company which owns 25.6 percent of Oi, a spokesman for Portugal Telecom said. Lisbon-listed Portugal Telecom SGPS is the target of a 1.2 billion-euro takeover offer by Angolan billionaire businesswoman and opponent of the Oi sale, Isabel dos Santos.
