GALILEO SECURITY MONITORING CENTRE GSMC GALILEO GALILEO is the European Unions future autonomous Global Navigation Satellite System GNSS, which will be interoperable with other existing GNSS systems, in particular the United States Global Positioning System GPS. The main services that have already been specified for GALILEO are the following Open Service OS shall provide position and timing signals, free of user charge. Performance will be competitive with, but complementary to, GPS to enable dual constellation usage. Public Regulated Service PRS. This service provides position and timing to specific governmentdesignated users requiring a high continuity of service. Access to this service will be controlled with encryption of the space signals and usage of approved receivers that have the signal decryption keys. Search and Rescue Services SAR. Galileo will improve the time to detection and the accuracy of location of distress beacons over the current Search and Rescue services provided by COSPASSARSAT. It will also provide an acknowledgement to the user of receipt of the distress message. It is expected that a Full Operational Capability will be ready in 2015 with a full ground infrastructure as well as enough satellites to enable autonomous positioning FOC1 while a full satellite constellation will come a few years later FOC2. Meanwhile it is expected that an Initial Operational Capability IOC will be already declared open earlier based on a partial infrastructure. GSMC The GSMC will be the hub of European GNSS security. It has the mission to provide a secure EU facility that offers a secure method for public regulated services PRS users to interact with the Galileo System Operator. This will simplify the operation of the Galileo system and provide assurance to PRS users that sensitive information relating to their use of Galileo is suitably managed and protected. The GSMC also coordinates the implementation of Joint Action instructions received from the EU SitCen Situation Centre. The operation of the GSMCs within the Galileo system is the responsibility of the GSA. It will be required to deliver the following specific missions Management of PRS access including receiver and PRS order management Command and control of operating modes affecting the security of Galileo services Galileo security monitoring including signal compliance and PRS Security Message verification Response to European GNSS crisis and security events Process management, such as the dissemination of Standard Operating Procedures SOPs Fulfil operational tasks of the Crypto Distribution Authority, including the flight key management flight Provision of European GNSS security expertise and analysis. Recruitment for the GSMC started in 2011 and shall continue with a view for the GSMC to become fully operational in 2015 with an anticipated 3040 people. The organisation is composed of three teams working under the leadership of the GSMC Manager the Operations Team, the Technical Team, and the Administrative Team. The Technical Team with an anticipated 710 people working under the leadership of the GSMC Technical Manager, its primary missions are to 1 ensure the availability for the Operations Team of a suitable technical infrastructure buildings to be provided by France and UK, and information technology assets 2 ensure appropriate security operating measures and document exchange are implemented in the centre 3 regarding cryptographic material and information, acting as the Crypto Distribution Authority CDA for the GSMCs own activities and as a centralized monitoring point related of the management thereof for all Galileo actors, and contribute to key transport in particular flight keys those going into satellites 4 contribute to other GSMC missions. Location The GSMC team is currently located in Brussels. However the GSMC building facilities and Galileo related information technology equipment shall be located in two sites, one in France in SaintGermain en Laye where the main operations are due to take place and one in the United Kingdom in Swanwick. The GSMC team will stay in Brussels until fullteam relocation from summer 2013 to France or UK depending on the post. The Headquarters of the GSA are located in Prague. TASKS AND RESPONSIBILITIES The GSMC Registry Control Officer is responsible for the administration and upkeep of the GSMC classified document registers and for the day to day administration of classified documents. Their duties include the handling, sending and receiving of all classified documents. The GSMC Registry Control Officer assists the GSMC Local Security Officer LSO in the discharge of his responsibility regarding the handling of EU Classified Information EUCI and compliance with relevant security measures. The GSMC Registry Control Officer will be responsible for Maintaining the register of classified documents ensure that reproduction, receipt, dispatch, archiving and disposal of every copy of each document e.g. paper, disks, CDROMs, etc. marked CONFIDENTIEL UE and above are recorded in the register. It includes the following tasks i. Establish a database of classified documents CONFIDENTIEL UE and SECRET UE and enforce the access rules to the documents maintain log books ii. Mark and register classified documents paper, disks, CDROMs, etc. iii. Assign, package, distribute, dispose of and archive classified documents according to the Security Rules for Management of Classified Information within the GSA derived from the Rules on Security of the Commission Decision 2001844EC, ECSC, Euratom manage receipts and destruction certificates, etc. and the EC Security Notices iv.Periodically conduct an inventory of classified documents and question issues on the need to maintain the classification of information and on documents which may be destroyed v. Assist other GSMC team members during security inspections. Deputizing, if required, for the GSMC Local Security Officer during hisher absence in i. Managing the requests for security authorisations ii. Ensuring that a Personnel Security Clearance database is maintained for all GSMC based employees i. Maintaining the security authorisations to access the EUCI ii. Monitoring the movements of security authorised personnel, managing the security logs like the visitors log and drafting the courier certificates for the hand carriage of EUCI iii. Assisting in the planning, preparation and execution of the comprehensive security briefing programme for all GSMC permanent staff, contractors and consultants i. Reporting on security incidents and compromise of the EUCI and ensuring the appropriate followup ii. Developing and implementing the EUCI emergency evacuation and destruction plan iii. Managing the security keys and combinations ensure the proper handling and storage of security keys and combinations used in accredited security areas in accordance with the European Commission rules iv.Advising the GSMC staff on the handling of EUCI. Carrying out general security responsibilities ensure that good security practices are operated at all times in the GSMC work closely with the GSMC LSO and with the GSMC Managers in resolving security failings monitor the implementation of any recommendations made by the Commission Security Directorate SD inspectors and security supervisors following security auditsinspections of the GSMC carry out checks on compliances and recommend appropriate control and rectification measures on noncompliances in accordance with the relevant GSMC security rules manage, in conjunction with the GSMC Local Security Officer, all internal security investigations and report on security violations and other security eventsincidents within the GSMC. In hisher normal role or in such backup roles, heshe shall be available for oncall duties outside normal working hours availability by phone with ability to come back to the site within predefined elapsed times that will be established to meet operational external requirements, e.g. to investigate promptly the potential compromising of confidentialsecret documents or information. Location SaintGermain en Laye,France. May be required to undertake frequent missions and temporary detachments to the UK GSMC Site Swanwick, and occasional ones to Belgium Brussels and the Czech Republic Prague are foreseen for this post. In 2015 some staff members could be assigned a definitive location in the UK or even other GSA premises. PROFESSIONAL QUALIFICATIONS AND OTHER REQUIREMENTS A.
