Czech regulator proposes new conditions for spectrum auction
2013-04-09 11:17:00| Telecompaper Headlines
(Telecompaper) Czech regulator CTU has proposed new conditions for the auction of frequencies in the bands 800 MHz, 1800 MHz and 2600 MHz, after earlier canceling an auction due to bids going too high. The new conditions are open for comment until 8 May. The main changes include a newly reserved block of 2x10 MHz in the 800 MHz band for a new market player and increasing the block in the 1800 MHz band from 2x15.6 MHz to 2x15.8 MHz. The regulator also introduced a so-called minumum required portfolio, in which an applicant sets the minimum range of frequencies it considers reasonable to acquire in the auction; reduced the possibilities to withdraw an offer to two withdrawals and introduced sanctions for misuse of the option; tightened the process of the electronic auction by allowing more rounds per day and increased the minimum bid increment. The auction is expected to start in June, subject to the completion of a tender for a company providing the electronic auction procedure.

Bloomberg: The Environmental Protection Agency will propose revising the global warming potentials industries use to calculate their annual greenhouse gas emissions to conform with international reporting standards. A proposed rule to be published in the Federal Register April 2 would revise the global warming potential values listed in Table A-1 of EPA's mandatory greenhouse gas reporting rule (40 C.F.R.
