CIOs still in control of most IT spending, Forrester says

CIOs still have the last word over most IT spending but over time they will work more closely with business units on buying decisions, a Forrester Research survey finds. Only 6.3 percent of new technology purchases in the U.S. were made and implemented solely by business units in 2013, according to the report's author, Forrester vice president and principal analyst Andrew Bartels. Some 9 percent of spending involved technology the business unit chose but the CIO's team implemented and managed.

Snapchat vulnerability can be exploited to crash iPhones, researcher says

A vulnerability in Snapchat allows attackers to launch denial-of-service attacks against users of the popular photo messaging app, causing their phones to become unresponsive and even crash. According to Jaime Sanchez, the security researcher who discovered the issue, authorization tokens accompanying Snapchat requests from authenticated users don't expire.

HCM software is 'all about the people,' Larry Ellison says

Oracle CEO Larry Ellison relied on a time-tested bromide to sell a conference crowd on the vendor's array of HCM (human capital management) applications on Thursday. "When you're running the business, it's all about the people," Ellison said during the HCM World event in Las Vegas. "You can't run a successful business or government agency if you don't take care of your people. And you can't be a successful company if you don't take care of your customers. You can't be a successful government agency if you don't take care of your constituents."
