The Federal Railroad Administration has conducted a preliminary investigation of Saturday's Norfolk Southern derailment along 10th Avenue and has determined the crash doesn't meet its criteria for a full investigation, according to the agency. The incident doesn't merit a full investigation even though it would have seemed to meet at least some of the many criteria that are generally grounds for FRA investigations, based on an FRA "Accident Investigation Fact Sheet."
