The Southern California well that has gushed climate-changing methane into the sky for 89 days was operated in a way that is legal but risky, some well experts say. Southern California Gas Co., a unit of San Diego-based Sempra Energy, injected and withdrew gas through the entire diameter of the well, rather than only through the narrower tubing that runs down the middle of it, Jason Marshall, chief deputy director of the agency that oversees the state oil and gas agency, confirmed.

Last year, the Florida Legislature introduced a bill to increase the regulations and liabilities for the state's more than 46,000 community associations for their issuance of estoppel certificates, which are prepared by associations, their attorneys and property managers to provide the amount owed to an association for a unit as of a particular date. They are issued at the request of prospective buyers of units in communities, as the buyers as well as their lenders and closing agents rely on estoppels in order to bind the association to the stated amount.

New documents have surfaced that show Sen. Dianne Feinstein - as a favor to Southern California Edison - wrote the United States ambassador to Japan, Caroline Kennedy, asking her to intervene with the government of Japan to put blame on Mitsubishi Heavy Industries for the flawed equipment that brought down the San Onofre nuclear plant. Feinstein wrote to Kennedy on November 14, 2013.
