India 's central bank chief, pursuing a campaign to strengthen independence, took one of his biggest steps yet in pushing the nation's government to rein in a fiscal deficit with a signal that lower interest rates depend on budget tightening. Reserve Bank of India Governor Raghuram Rajan held the benchmark rate at 8 percent yesterday and said he may lower it early next year, and not necessarily at the next scheduled policy review on Feb. 3. The decision, in which he rebuffed calls for a cut, had analysts speculating whether he would reduce the rate before or after Prime Minister Narendra Modi's government presents the fiscal budget a few weeks later.

Texas leaders adopt spending cap for next budget

The Legislative Budget Board voted unanimously Monday to set the state's growth rate at 11.68 percent for its next two-year budget, about 1 percent higher than the spending cap for the current budget. The decision comes as state officials expect to enter the next legislative session in January with a multibillion-dollar surplus and competing factions are pushing to ramp spending growth both down and up.

ST. JOHN'S, N.L. - The Muskrat Falls hyroelectric project remains on time and the price tag is still pegged at almost $7 billion by Nalcor Energy. Nalcor CEO Ed Martin says the project is still on track to start producing power by the end of 2017 and the cost of the project in Labrador remains unchanged from updated estimates released this summer.
