John Silvia, chief economist with Wells Fargo Securities, warns state and local lawmakers about passing regulations that stifle disruptors like Uber, saying that disruptors can make a difference in economic growth. Silvia spoke at the University of Arkansas' Annual Business Forecast Luncheon held Friday in Rogers.
