Hundreds of Michigan communities -- including at least 12 in St. Clair County -- will apply for a piece of about $97 million in grants and loans Dec. 2. The Michigan Department of Environmental Quality will begin accepting applications Dec. 2 for the Storm water, Asset Management, and Wastewater program known by its acronym, SAW.
