Directorate of Technical and Quality Management The European Space Agency is an equal opportunity employer and encourages applications from women POST Ariane 5 Exploitation Product Assurance Surveillance Manager in the Product Assurance and Safety Department, Directorate of Technical and Quality Management. This post is classified in the A2A4 grade band of the Coordinated Organisations salary scale. LOCATION ESTEC, Noordwijk The Netherlands with resident assignment in ESA HQ, Paris France. DUTIES The postholder will be assigned as Integrated Support to the Directorate of Launchers, and will report to the Ariane Programme Manager of the Launchers Exploitation and Launch Range Department for projectspecific responsibilities and duties. For the maintenance of professional standards, for the implementation of the ESA general Product Assurance Safety PAS policy and for contributions to corporate tasks e.g. reviews, standardisation, alerts, lessons learned, the incumbent will report to the Head of the Product Assurance Safety Department TECQ, through the Head of the Launchers Quality Management Office LAUSQ. Specific responsibilities and duties include coordinating assigned PAS workforce integrated within the project teams and identifying and monitoring the support to the project team supporting LAUSQ for the National Surveillance Organisation NSOs coordination within the framework of Ariane 5 Launcher exploitation accompaniment activities ARTA, LEAP Ariane Classical, including the maintenance of the Ground Segment in operational condition o establishing the specific PAS requirements baseline for the A5 Exploitation Programmes, in compliance with the ESA general PAS policy o reviewing contractors plans, specifications and effort proposed for the execution of the Ariane 5 Exploitation programmes, ensuring that the PAS requirements are taken properly into account by the Prime and are properly addressed throughout the contractual chain preparing and approving the PAS documents where ESA responsibility is engaged o guiding, monitoring and assessing the implementation of PAS requirements by contractors in order to assess performanceeffectiveness participating to design, acceptance and safety reviews and directing the necessary preventive or corrective actions o representing ESA in the Boards established within the projects for the disposition of Nonconformances, Requests for Waivers, Failure Reviews and inquiries, MRB Material Review Board, Acceptance Reviews, Test Reviews, etc o defining the formal acceptance requirements and conducting the Acceptance Reviews of all contractual deliverable items o monitoring the manufacturing, integration and test activities with quality assurance audits, mandatory and key inspection points, test witnessing and configuration inspections o guiding and monitoring the application and procurement of the Electrical, Electronic Electromechanical EEE parts, materials and processes and controlling implementation of applicable requirements o contribution to configuration control o preparing safety files submissions. within the framework of the Agencys mandate in the Launchers exploitation phase o monitoring technical events occurring in the activities performed by Industry. In case of need, initiating audits, andor requesting the relevant programmeproject manager to perform detailed technical verifications o cooperating with CNESDLA and interfacing with Arianespace PA officers in close coordination with the Head of the Launchers Quality Management Office LAUSQ. for matters concerning technical events in production notably Alerts, Waivers o managing Critical Items Lists in particular for each flight, Critical Point attenuation, etc. o ensuring surveillance on activities performed under the responsibility of Arianespace at the Centre Spatial Guyanais CSG e.g. launch campaigns, etc. o preparing the necessary safety files. In order to increase synergies within LAUSQ, and at the request of the Head of Office, the postholder will be requested to support activities in the other Launchers programmes e.g. participating in reviews, MRBs, investigations, etc and to support the DLAU QMS Officer. QUALIFICATIONS Applicants for this post should have a Masters degree or equivalent qualification in engineering, with a background in space systems. Several years of experience in the management of Product Assurance and Safety are required as well as knowledge of the launchers domain and proven experience in interfacing with partners in an international environment. Candidates should have good interpersonal and communication skills with the ability to work effectively and cooperatively in a diverse and international team environment and to define and implement solutions in line with team and individual objectives and project deadlines. In addition, they should have good analytical, organisational and reporting skills, a proactive attitude to solving problems and an interest in innovative technologies. The working languages of the Agency are English and French. A good knowledge of one of these two languages is required together with a working knowledge of the other language. Knowledge of another member state language is an asset. CLOSING DATE The closing date for applications is 25 April 2014.
