CHP Says Woman Killed in Highway 13 Crash Not Wearing Seatbelt

The 2001 Toyota Sequoia, which was being driven by 18-year-old Chrystina Havea, of Oakland, was driving above the speed limit in the left lane of southbound state Highway 13 around 3:45 p.m. when it lost control, CHP Officer San Morgan said today.
