Sixteen months after a wave of bitterly cold weather contributed to an epic spike in monthly electric bills, a record number of consumer complaints have been working toward a resolution. But for a diverse group of 14 large commercial and industrial customers - including the likes of the University of Pittsburgh, Pittsburgh Glass Works, Indiana Regional Medical Center and Sheetz Corp. - the real fight has just begun.
