A notice was released Tuesday evening by the City of Tyler, concerning more than 100,000 gallons of waste and rain water which leaked from a manhole into a Tyler creek. The manhole, which is next to the Southside Waste Water treatment plant on West Cumberland Road, is mandated by the Texas Commission on Environmental Quality after an accidental discharge or spill occurs.
