Civic Plaza is going through some changes, and a lot of that is being driven by a new $100,000 grant from Southwest Airlines . And the effort is getting help from the 40-year-old Project for Public Spaces program, and Philip Winn , the manager from the Southwest Airlines Heart of the Community program, which made the grant.
