PORTLAND, Ore. - The Oregon Department of Environmental Quality illegally issued a permit for a 653-megawatt gas and fuel oil power plant in Troutdale that will pollute the Columbia River Gorge, the Friends of the Columbia Gorge claim in Multnomah County Court.
