This post is classified in the A2A4 grade band of the Coordinated Organisations salary scale. LOCATION ESTEC, Noordwijk Netherlands with resident assignment to ECSAT, Harwell United Kingdom. DUTIES The postholder will initially be assigned as integrated support to the function of Communication Systems Engineer in the Satcom Projects and Systems Section, Future Projects Division, Telecommunication Technologies, Products and Systems Department of the Directorate of Telecommunications and Integrated Applications and will report to the Head of the Satcom Projects and Systems Section. The Section is responsible for the analysis, definition, initiation and management of industrial activities associated with new satellite telecommunication projects in the Directorate. The responsibilities of the post will include monitoring and assessing the need and commercial potential for future telecommunication missions and systems initiating and managing prospective studies on mission concepts and system architectures, with the aim of detecting new market opportunities for Satcom systems and services defining all elements related to the endtoend missionsystem architecture of new projects managing preparatory activities of new telecommunication satellite programmes establishing the most adequate programmatic framework for new projects, including preparation of key documentation for JCB Joint Board on Communication Satellite Programmes and interactions with key stakeholders Satellite OperatorsService providers, Satellite manufacturing industry and ESA Members States Delegations initiating industrial activities with regards to new projects in collaboration with the Procurement Department and other relevant departments of ESA managing industrial activities associated to new projects until transfer to Phase B2CD contributing to preparation of ARTES 1 and 5.1 work plans for system related activities contributing to definition of technology roadmaps and technology knowledge base for the different Satcom market segments preparing inputs to status reports acquiring and further improving endtoend system engineering expertise for the development of new system concepts in new ESA ProjectsProgrammes. Providing the Directorate with such expertise. Coordinating system assessment tools and TEC support coordinating the specialised engineering support provided by the Directorate of Technical and Quality Management in the appropriate areas of competence. QUALIFICATIONS Applicants for this post should have a Masters degree or equivalent qualification in Telecommunications Engineering. Experience should include at least 5 years of experience in the telecommunications sector, specifically with end to end satellite communication systems design and satellite platform andor payload engineering a sound knowledge of the overall space telecommunications market knowledge of modern computer systems, programming languages and link budget tools. Candidates should have good interpersonal and communication skills. They should have the ability to work autonomously, effectively and cooperatively in a diverse and international team environment and to define and implement solutions in line with team and individual objectives and project deadlines. In addition, applicants should have good analytical, organisational and reporting skills, a proactive attitude to solving problems and an interest in innovative technologies. The working languages of the Agency are English and French. A good knowledge of one of these two languages is required together with a working knowledge of the other language. Knowledge of another member state language is an asset. CLOSING DATE The closing date for applications is 14 August 2014.
