Councilman Ron Leone must sit out one of the most important decisions the city has faced in years -- choosing the master developer for the former Concord Naval Weapons Station -- because he lives too close. To avoid potential conflicts of interest, the state Fair Political Practices Commission prohibits public officials from participating in decisions about property located within 500 feet of a house or other property they own.
