A gift from Dominion Virginia Power to the head of the Department of Environmental Quality has called into question the ethics of "business as usual" - a system in which politicians and policymakers are courted with campaign donations and vacations, lavish dinners and receptions - gifts presumably given with the intention of making the recipient more favorably disposed towards the giver's best interests. The Virginia Department of Environmental Quality regulates Dominion Virginia Power's impact on the environment.
