For our activities in ESOC, we are currently looking for a Cost Centre Control Support. Tasks and Responsibilities Under the authority of the Head of the Cost Centre Control Unit, the key person will prepare and implement the timesheet planning and control for the workforce of the Directorate of Human Spaceflight and Operations and for other cost centre control related tasks as specified below. The specific duties will include Ensure, with inputs from department administrators, cost centre and project controllers, the establishment of a yearly manpower deployment plan for all ESA permanent staff and industrial contractor staff of the HSO Directorate and Integrated Support from other Directorates charged on a time basis to HSO projects, customer projects, facilities or as management overhead Administrate the Directorates workforce administrators inputs for the planning, control and reporting of manpower resources in order to have the recharge plan complete at any time Verify that this plan is commensurate with the customer requirements and the availability of manpower resources to the Directorate and release the relevant plan to the administrators in departments, divisions and offices Ensure that the plan is properly set up and recorded in the appropriate timesheet planning and recording tools, baselined and updated at defined points in time during the year, for the current year and, at year end, for the following year Ensure that the monthly manpower bookings by all staff into the timesheet recording tools are complete by the given deadline and compatible with the manpower deployment plan Follow up the nontimely delivery of manpower bookings through a defined escalation process Initiate and follow up a defined correction process in case of incorrect timesheet bookings Support the control and reporting processes by Cost Centre and Project Controllers, in particular at yearend and plan revisions during the year Perform front desk function for the coordination of the timesheet data in the planning systems of the Agency and the Directorate Check with the experts in the Business Unit Control Office on the setup and operation of the required software tools for planning and accounting of the timesheet information Verify on a regular basis, in support to the Technical Officers of the respective manpower contracts, that the working time charged to the Directorate for contractor workforce and staff of Support Directorates is in line with contractual arrangements and compatible with the charging to the customer projects and report on deviations Perform periodic checks on the submitted timesheets for formal correctness and compliance with the plan and report anomalies Support adhoc analyses as required. The established HSO timesheet process is currently undergoing changes due to the introduction of new corporate software tools. Following tasks are related to these changes, as and when required, in accordance with corresponding plans issued by ESA Support the preparation, configuration, communication and rollout of the new corporate software tools Support the migration of the timesheet data from legacy tools to the new corporate software tools, ensuring consistency, coherence and completeness of all migrated data. Additional tasks in support to cost centre control are Support the planning, review and replanning processes and the monthly reporting of mission travel costs and mission pipelines, within the specified format and deadlines, provide special reports on request by ESA and support adhoc analyses Maintain, update and release the HSO Directorate organigrammes with a granularity to SectionUnit level, administrate regular updates from the HSO Complement Controller and HR Support the processing of configuration changes in ESAs esap system by preparing, releasing and followingup change requests for master data under configuration control by ESA Corporate Directorates for Cost Centres and maintain applicable configuration lists for reference. Support the generation of Head of Establishment reports and the processing of VIP visitor requests to be approved by HSOB and DHSO. Requirements The implementation of the service requires the key person to ensure a competence level commensurate with a Bachelor or equivalent qualification in Business Administration, Finance or Law with a demonstrated solid professional background in accounting, planningcontrol or financial administration, preferably in businesses with timebased charging. A proven user experience in SAP, database applications and MS Office is essential. Knowledge of the organisational context in ESA and HSO is considered an asset. The key person must be reliable, resultsoriented and autonomous. The ability to prioritise and handle high data volumes accurately within tight deadlines is mandatory. The key person shall be able to establish positive and constructive working interfaces in a service oriented mode and with a proactive attitude to solving problems. Good understanding of relevant processes and activities are an asset. The tasks requires demonstrated excellent planning and organisation skills, attention to detail, selfmotivation and good communication skills in the English language.
