This post is classified in the A2A4 grade band of the Coordinated Organisations salary scale. LOCATION ESTEC, Noordwijk The Netherlands. DUTIES The postholder will report to the Head of the Galileo Security Requirements and System Accreditation Unit. The incumbent will be the local Galileo Security Office security representative in the EGNOS and SBAS Division of the EGNOS and GNSS Evolution Programme Department. The postholder will coordinate with and inform periodically weekly the Division Management team of all possible impacts of his security activities on all projects managed by and under the authority of EGNOS Division Head. The tasks associated to this post will include EGNOS V2 and V3 activities related to the management of the evolution of the EGNOS Security Engineering activities including o generating the EGNOS Security Management Plan, identifying the processes and requirements to be used by all partners involved in EGNOS security o defining and implementing the EGNOS System Security Requirements, in line with applicable Mission Level Security Requirements o guidance and monitoring of the implementation of Security Requirements by contractors o managing the Security Requirements Statement of Compliance o interacting with Industry for all security matters o security support to the EGNOS NonConformance and Verification Review Boards. the management of the EGNOS Accreditation Process for each of the phases of the program through the interface to Mission Level Accreditation groups, including o managing the EGNOS Security Certification and Accreditation Plan o managing the Threat Scenarios definition and analysis of coverage provided by the EGNOS procurement activities o managing the Security Risk Quotation and Treatment Plan definition at System Level o managing the Risk Treatment Plan Implementation o representing ESA at the GSAPGF5 in charge of the accreditation activity of EGNOS. The incumbent will also support the Head of Galileo Physical ICT Personnel Security Unit for what concern the management the EGNOS Secured Facilities in Toulouse and any other EGNOS subregistry in ESA Classified Facilities. This will include managing the EGNOS SubRegistry of classified documents in coordination with local CNES authorities ensuring the consistency and appropriate application of EC PSI and ESA PSI related to the European GNSS Evolution Programme supervising the deployment and operation of the classified communication means in support of procurement and operational tasks overseeing the transfer of classified information overseeing security qualification and vetting procedures of EGNOS Project Team members o organising security briefings and security briefing refresher sessions o coordinating need to know for access. QUALIFICATIONS Applicants for this post should have a university degree or equivalent qualification together with experience in security management. Candidates are expected to demonstrate excellent management and organisation skills. They must possess good judgment, integrity and good communications skills. Candidates must be willing to travel. Applicants must hold security clearance by their national security administration. The working languages of the Agency are English and French. A good knowledge of one of these two languages is required together with a working knowledge of the other language. Knowledge of another member state language is an asset.
