Federal authorities believe a counterculture group that annually meets with thousands of its members in a national forest is headed to the Black Hills this summer. Black Hills National Forest spokesman Scott Jacobsen says there is a 95 percent chance the next Rainbow Gathering will be held in western South Dakota.
