First St. bridge work stalled over access

There has been little work done on the First Street bridge in the last three weeks because the province failed to get an access agreement with the landowner. On Dec. 30, Canadian Pacific Railway discovered construction equipment operating on its property near the bridge, according to CP Rail a Sspokesman Andy Cummings.
