The Exxon Mobil campus sits on a small slice of the 117-acre Merrifield plot that Inova Health is eyeing from across the street. In 2012, when the race for the new FBI headquarters was heating up, Fairfax County officials immediately turned to the General Services Administration warehouse as an optimal location.
