Fugitive's surrender raises questions in 'Blacklist'

In the series, Raymond "Red" Reddington , a former government operative whose shadowy dealings have earned him the nickname The Concierge of Crime, turns himself in and offers to help the FBI capture a "blacklist" of criminals so shadowy that the feds don't even know about them.
