The GNSS Exploitation Service Engineering Manager is integrated within the GNSS Exploitation Program team. He reports to the GNSS Exploitation Program Manager. Shehe is responsible for the following tasks Maintaining the EGNOSGalileo Mission and Service Requirements, and their associated evolution plans perform EGNOSGalileo Mission analyses Elaborating and maintaining the GSA contributions to the GNSS Mission Evolution Roadmaps and GNSS RT plans, in close liaison with the GSA Market Development Department for the establishment of user needs specifications Maintaining and developing the design of the EGNOSGalileo Services, of their extensions and of their evolutions Service Requirements, Service Definition Documents, Performance, User and Signal Requirements and Interfaces Develop and maintain the EGNOSGalileo user segments requirements, design and operating concepts Elaborate and maintain the EGNOSGalileo standardisation plan in close liaison with the GSA Market Development Department, manage the execution of the associated standardisation activities developing the standardisation of the SBASGalileo services within the different user communities and standardisation fora ICAO, IMO, EUROCAE Ensuring a service and signal performance watch on the GNSS constellations and other SBAS systems Managing the technical aspects related to interoperability and service level commitments with other systems in particular, develop and implement the EU strategy within international working groups Providing service engineering support to market development and service adoption Liaising with the stakeholders which contribute to the EGNSS Services engineering in particular EC, Member States and ESA Contribute to other tasks of Department, as necessary. A. Eligibility criteria For your application to be considered by the Agency, you must meet the following criteria a A level of education which corresponds to completed university studies attested by a diploma when the normal period of university education is four years or more, OR b A level of education which corresponds to completed university studies attested by a diploma and at least one year of appropriate professional experience when the normal period of university education is three years 2. In addition to the above, to possess appropriate professional experience of at least twelve years Ad 1a following of the award of diploma Ad 1b following the end of professional experience Be a national of a Member State of the European Union or Norway 4. Be able to serve a full five yearterm before reaching the retirement age Be entitled to his or her full rights as citizen 1 Have fulfilled any obligations imposed by the applicable laws concerning military service Meet the character requirements for the duties involved Have a thorough knowledge of one of the languages of the European Union and a satisfactory knowledge of another language of the European Union to the extent necessary for the performance of hisher duties and Be physically fit to perform the duties linked to the post 2. 1 Prior to the appointment, the successful candidate will be asked to provide a Police certificate confirming the absence of any criminal record. 2 Before a successful candidate can be appointed, she will be medically examined by a selected medical service so that the Agency will be satisfied that she fulfils the requirement of Article 28e of the Staff Regulation of Officials of the European Communities. Advantageous requirements B.2 constitute additional assets and will not result in exclusion, if not fulfilled. 1 Essential qualifications and experience i. University degree in the exact science, such as Engineering, Physics, Mathematics or Computer Science ii. Experience relevant to the tasks described above iii. Experience and background in GNSS andor Space Communications Mission and Systems Engineering iv. Excellent command of both written and spoken English. 2 Advantageous qualifications and experience v. Experience and background in EGNOS andor Galileo program management vi. Experience and background in the GNSS andor Space Communications standardisation vii. Experience and background in GNSS security andor GNSS safety viii. Experience working in a politically sensitivemulticultural environment, preferably within EU institutions. 3 Behavioural competences ix. Motivation x. Working with others xi.
